我国小水电发展战略研究

我国小水电资源十分丰富，可开发量达8700万kW。经过几十年的开发建设，截至2000年底，全国已建成小水电电站4万多座，装机达2485万kW，根据目前小水电的开发现状以及存在的问题，我国小水电的发展战略是：加快小水电开发，满足边远山区，民族地区和革命老区人民生产生活用电需求，实施小水电代柴，促进退耕还林还草，促进江河治理，改善农业基础设施，以农村电气化带动农村工业化和城镇化，改善生态，保护环境，为可持续发展战略服务。

Development Strategy of Small Hydropower Development in China

There are abundant small hydropower resources in China and the available resources is 87, 000,000 kW. Through more than fifty years of development and construction, over 40,000 small hydropower stations have been constructed and the installed capacity has reached to 24,850,000 kW. Considering the present situation of development and existing problems, the development strategy of small hydropower in China is defined, i.e. to speed up development of small hydropower, satisfy the domestic and industrial electric demand in the remote areas, minority nationality areas and old liberated areas, substitute small hydropower for wood, encourage return of farmland to forestry and grass; At the same time, it is proposed to strengthen controlling of rivers and lakes, improve basic infrastructures of agriculture, and promote industrialization and urbanization of rural areas by rural electrification, improve and conserve ecological environment for realizing strategy of sustainable development.
