摘    要:在配电网规划中要提高配电网的供电可靠性,减少用户侧的缺电成本,必然要求供电部门增加可靠性投资成本,然而盲目地追求供电可靠性,必然导致供电部门可靠性投资成本急剧增加。为了寻求供电可靠性与可靠性成本的平衡点,综合考虑了可靠性成本和缺电成本,提出了可靠性成本效益回归模型,利用此模型在众多配电网规划方案中确定最佳可靠性方案。通过实例分析计算并讨论,建立的模型及方法能方便有效地确定配电网规划中最佳可靠性方案。

Abstract:It is necessary for power supply company to increase reliability investment cost in order to improve power supply reliability of distributed network and decrease consumer unserved energy cost on distribution network planning,however,if the power company blindly pursuit power supply reliability,it certainly results in sharp increase of reliability investment cost.In order to pursuit the balance between power supply reliability and reliability cost,this paper considers reliability cost and unserved energy cost,and introduces reliability cost-benefit regressive model with which the company can decides optimum reliability scheme in numerous power distribution network planning schemes.It is convenient and efficient that the model and method can decide best reliability scheme on power distribution network planning with the example.
