矿产资源开发和可持续发展

通过分析可持续发展支撑能力的弹性和相关性,发现生存支撑能力和环境支撑能力与矿产资源的开发和利用有着极其密切的关系.在分析计算的基础上,将可持续发展支撑能力归为三大类:基础能力、扩张能力和潜在能力.它们共同构成人类社会发展的金字塔;包括矿产资源的自然禀赋在内的基础能力处于金字塔的底部,是社会可持续发展的基础,也是培育其它能力的基础.还讨论了国内矿产资源利用与地区间经济发展的关系及矿产资源开发利用和国家经济发展的关系;探索了矿产资源开发利用和国家经济发展的规律;未来经济发展中,我国对矿产资源的需求.最后提出了几点建设性建议.

Mineral Resources Exploration and Sustainable Development

This paper analyses elasticity and relativity of sustainable development's supporting ability. The author finds out that economics development ties up with mineral resources exploration and utilization. Then the author sorts them into three kinds: basis capability, extending capability and potential capability. Basis capability, including natural gift of minerals resources, is the base of sustainable development and giving birth to other capability. This paper also discusses the relations and rules between economics developing and mineral resources exploration. Then forecast the demand for minerals resources in the future economics development. At last, the author gives out pieces of constructive suggestion.
