| 摘 要： | 我国是世界上灾害发生较为严重的国家之一，进入20世纪90年代以来,自然灾害造成的经济损失呈明显上升趋势，已经成为影响经济发展和社会安定的重要因素。本文指出了我国城市防灾减灾规划所存在的问题，对我国城市防灾减灾规划的编制原则、定位及编制方法、以及与城市规划体系整合的方法进行了讨论，提出了我国城市防灾减灾规划的编制框架。

| Abstract: | China is a calamitous country. The economic loss has been obvious rising due to natural disaster since 1990s. It has been an important factor of affect- ing economy development and society safety. The paper summarizes the problems of the urban planning of disasterprevention and reduction in China. This paper discusses the principle, the orientation, the means, and the frame of city planning-making of disaster prevention and reduction. |
