省级矿产资源总体规划环境影响评价研究

实施矿产资源规划环境影响评价是落实"源头控制"政策,有效减缓矿产资源开发对环境产生影响的重要措施。依据我国矿产资源规划的"四级两类"的分类体系以及各级工作重点,研究认为矿产资源规划环境影响评价是一项系统工程,省级矿产资源总体规划环境影响评价发挥承上启下的作用,其工作重点是分析规划的协调性、勘查开发布局的合理性,预测分析资源开发可能产生的环境问题,论证规划中提出的环境保护措施的可行性等。同时结合省级矿产资源总体规划的工作目的和主要内容,总结提出了省级矿产资源总体规划环境影响评价的原则以及各项任务的具体要求和工作内容,为第三轮省级矿产资源总体规划环境影响评价工作提供依据。

Study on environmental impact assessment of provincial mineral resources planning

Implementation of environmental impact assessment of mineral resources planning is an important measure of source control, which can effectively prevent and reduce the environmental impact from mineral resources development. According to the classification system and key content of China"s mineral resources planning, we deduced environmental impact assessment of mineral resources planning was a systematic project, and obtained environmental impact assessment of provincial mineral resources planning playing an important connecting role for the classification system. It mainly focused on these contents, such as analyzing its harmony of other planning, determining the rationality of exploration and development layout, predicting environmental problems of mineral resources exploration and development,estimating its feasibility of environmental protection measures. Furthermore, combined with the objective and contents of provincial mineral resources planning, we summarized the environmental impact assessment principles and specific requirements of provincial mineral resources planning. Those results provide an instruction for carry out the third round environmental impact assessment of provincial mineral resources planning.
