| 摘 要： | 在实现农村城市化进程中，小城镇的建设和发展日益受到重视。由于对小城镇建设的认识不足，小城镇建设中出现了许多问题。针对当前小城镇建设中存在的问题提出以制度创新推进小城镇建设的对策。

| Abstract: | During the urbanization of countryside, the construction and development of small towns are paid more attention than ever before. However, a lot of problems spring up in the advancement because of misunderstanding of the development of small towns. According to the problems in the construction of present small towns, this paper puts forward countermeasures of using system innovation to push small town construction forward. |
