村镇规划在城乡规划管理中的政策关系

从统筹城乡发展的研究视角指出村镇规划的行政从属性以及城乡作为规划管理的整体对象与不同行政级别的空间差别之间的矛盾,分析了当前村镇规划存在的主要问题在于行政主体和空间形态关系中城市领导和管辖农村的总体导向与城乡统筹的矛盾、土地综合利用和管理的权限所属对于村镇规划的制约、村镇整体规划与其具体项目审批以及规划从属关系等因素方面的空间矛盾和规划管理主体在保证规划科学制定和有效实施方面的功能欠缺等。
