节能发电调度实用化措施框架体系

摘    要:节能发电调度方式改革是当前及将来很长一段时间内中国电力工业节能减排的指导思想。文章针对国内区域电网的实际情况,提出了当前环境下具备可操作性的调度机构节能发电调度措施的框架体系:优化火电机组发电调度,节能环保机组优先安排发电,不同能耗火电机组的等效利用小时数拉开差距;优化水火电联合经济调度,保证汛期富余水电吸纳;优化系统潮流分布,降低输电线损;加强地区调度火电机组的节能管理和节能发电调度信息管理;加强节能发电调度技术支持系统建设。最后给出了节能发电调度统计指标体系。

Abstract:At present and a long period in future,energy-saving power generation dispatching should be the guiding ideology for energy-saving and emission reduction in China's electric power industry.Based on practical situation of domestic regional power network,an operable framework system of energy-saving power generation dispatching for dispatching departments under present environment is proposed,and its main contents are as following:optimizing the power generation scheduling of thermal power generation units,giving generation priority to those units with the performance of energy conservation and environmental protection,artificially enlarging the differences among equivalent utilizing hours of thermal units with different energy consumption;optimizing the hydro-thermal coordinated dispatching to ensure the utilization of abundant hydroelectricity in flood season;optimizing power flow distribution in power network,reducing line losses;enhancing the energy-saving management of regionally dispatched thermal generation units and the dispatching information management of energy-saving power generation;enhancing the construction of technical supporting system for energy-saving power generation dispatching.Finally,an index system for statistics of energy-saving power generation dispatching is given.
