| 摘 要： | 针对现有规划建设目标不利于我国公路网可持续发展的问题,提出了以价值为导向的目标体系,并基于平衡记分卡理论构建了公路网价值管理指标体系及模型,实现了对公路网的价值测度和价值前驱因素识别,以河南省公路网为例进行了初验,证明了该指标体系的有效性和实用性,为公路网实施价值管理、实现价值最大化奠定了理论基础．
