“生态世博”规划导引:从概念走向体系

以寻求"生态城市"宏观战略思想方法,弥补城市中观层面生态评价的缺失,探索建设全过程性的生态管理控制的方法为目的,全面探讨从规划入手导引"生态世博"的理论方法。结合国际生态城市和可持续发展指标体系研究,根据世博会的经验特点,从规划控制和管理出发,突破传统二维结构,建立了时间、空间和环境(经济)三维互动的2010上海"生态世博"规划导引指标体系,特点表现为:选择目标分层框架;增设类目指标;突出整体运营监测指标;重视后续利用指标。目标层按规划阶段划分,可分为规划选址、规划土地利用、规划开发建设控制、运营监测与绿色管理、后续利用五阶段目标。在阶段目标层下,根据各阶段规划工作的要求,建立具体的分目标,即准则(类目指标)。准则层由具体指标组成,具体指标是环境生态和经济生态与规划主线的交集,按照适用性、简明性与可操作性、系统性和相对完备性、国际相容性、切合规划管理实践的原则,采用模糊德尔菲法进行综合评价确定共117项。

"ECO-EXPO" PLANNING GUIDANCE: FROM CONCEPTION TO SYSTEM

Based on international studies over indicators of eco-city and sustainable development system this paper establishes a temporal-spatial-environmental interactive "Eco-Expo" planning guidance indicator system from the perspective of planning control and administration.The indicator system has a hierarchical targets framework.There are different targets at the five planning stages including the site visit,land use,development control,operation supervision and green management as well as succeeding utilization.At each stage there are more specific targets in line with the requirements of planning work.Those specific targets are composed of indicators in environment,economy and planning dimensions.It identifies 117 indicators by fuzzy Delphi method in the principles of applicability,conciseness,exercisability,completeness,compatibility and so on.
