摘    要:大型水电工程开发会对社会经济发展及环境等产生多维度的影响,对多维影响因素的科学识别与评价是水电工程可持续发展的关键。从社会经济、环境、安全、公平四个维度构建水电工程综合评价指标体系,以Y水电站为例,综合统计水电工程社会评价问卷数据,运用粗糙集理论和模糊综合评价法对多维水电工程社会影响进行综合评价。结果表明,构建的评价指标体系和模型能全面分析其水电工程产生的社会影响,识别重要社会影响因素,有效分析各维度社会影响程度所处等级,有利于大型水电工程项目决策、规避风险和社会稳定。

Abstract:Large-scale hydropower project development will have multi-dimensional impact on social economic development and environment. Scientific identification and evaluation of multi-dimensional influencing factors is the key to sustainable development of hydropower projects. This paper constructs comprehensive evaluation index system of hydropower projects fom the four dimensions of social economy, environment, safety and equity. Taking Y hydropower station as an example, comprehensive statistics and questionnaires data of social evaluation of hydropower projects are carried out. The social impact of multi-dimensional hydropower projects is comprehensively evaluated by rough set theory and fuzzy comprehensive evaluation method. The results show that the evaluation index system and the model can comprehensively analyze the social impact caused by the hydropower projects, identify important social influencing factors, as well as effectively analyze the level of social impact of each dimension. Thus, it is beneficial to decision-making, risk avoidance and social stability of large-scale hydropower projects.
