房屋建筑工程施工项目评标方法选择研究

评标方法作为招标文件的重要组成部分，对整个招投标活动有着重要影响。为了选择具有切合招标工程实际、针对性强的评标方法，以房屋建筑工程施工项目为研究对象，在分析并论证投标人技术价格弹性模型合理性的基础上，通过专家访谈与问卷调查的方式构建了投标人技术能力评价指标体系，采用网络分析法ANP 对以上评价指标进行权重分配，结合投标人技术价格弹性，构建出评标方法选择模型，并利用该模型对房建工程施工项目实例进行评标方法的选择，以此验证该模型的可操作性。

Selection of Bid Evaluation Method for Construction Project

As an important part of the bidding documents,the evaluation method plays a key role to the whole activity of bidding process. To choose a proper evaluation method in accord with the practice of the project and with strong pertinence,the housing construction project is chosen as the research object. On the basis of expounding and substantiating the rationality of technology-price elasticity model,expert interviews and questionnaires are used to build evaluation indictor system of bidders’ technical ability. Then, the weight of the evaluation index is redistributed based on ANP. Finally the objective model of the selection of bid evaluation method based on the technology-price elasticity model is established and an empirical evaluation is conducted to verify the operability of the model.
