摘    要:以最终用户付费的交通工程BOT项目为研究对象,在项目特许经营期内交通需求曲线发生偏移的情况下,政府应当对私人部门进行特许期的延长或者收费价格调整来实现项目的预期收益。何时单独调整特许经营期或者收费价格,何时对两者进行联合调整,需要分类讨论。从单方面分别讨论了项目收费定价和特许期长短制定方面决策,再将两方面进行联合调整。分析得出,单独调整特许期长短比调整收费价格阻力小很多,也易于被公众接受且收益变化明显,联合调整,收益最大。并结合NY市某过江通道BOT项目进行应用验证。

Dynamic Adjustment of Prices Under the Changes in Traffic Volume of BOT Project
Abstract:Taking the end-user paid transportation BOT project as research target,if the traffic demand curve change in the concession period,the government should extend the concession duration or adjust the prices charged for private sector to achieve the expected return of the project. When it needs a separate adjustment of concession or prices charged,when it is necessary to conduct joint adjustments need to be discussed separately. Analysis shows that it has smaller resistance to adjust the concession period than to change the prices charged and it’s likely to be accepted by the public and also has significant changes in revenue and has the maximum income when adjusted jointly. We discuss the concession period and the pricing of traffic projects respectively. Then, joint adjustment on prices charged and duration of the concession is conducted. Finally,we use a river channel project in NY City as the application verification.
