三峡库区生态屏障区农村人口转移研究

城镇化是我国未来一段时间经济发展的潜力所在,农村人口市民化是城镇化的核心。三峡库区生态屏障区的人口转移是国家批准的三峡工程后续工作规划的重要工作之一,它是以城镇化为平台,结合移民后续工作规划的相关政策,使农村人口转移能够稳定有序地得以推进。分析了我国目前人口转移的推动机制和限制因素,提出了依托城镇化的几种转移模式,研究了城镇化背景下人口转移的权益调整方式并提出了相关的建议和措施。

Study of rural population transfer from ecological barrier zone of Three Gorges Reservoir area

Urbanization is the potential of future economic development of China, of which the rural population citizenship is the core. The population transfer from ecological barrier zone of Three Gorges Reservoir area, approved by the state, is one of the important work of the post planning of Three Gorges Project. Its purpose is to stably and orderly promote rural population transfer by taking urbanization as an important means and combining it with the related policies on the post planning work of the resettlement. The promotion mechanism and restricting factors of the current population transfer are analyzed, several transfer modes relying on urbanization are put forward, the adjustment method of the rights and interests of the transferring population under urbanization is studied and some suggestions are offered.
