江苏沿海地区“十三五”水利规划思路研究

自长江经济带建设、"一带一路"上升为国家战略以来,江苏沿海地区成了包括江苏沿海地区发展在内的三大国家战略叠加区,这给江苏沿海地区发展带来了新的重大历史机遇。结合沿海地区水利规划工作实际,回顾了"十二五"沿海地区水利发展现状,客观分析了防洪减灾、淡水资源供给、水资源、水环境方面的问题,研究提出了"十三五"沿海地区水利规划思路、目标、主要任务以及部分重大课题研究建议。可为即将启动的江苏省沿海地区"十三五"水利规划提供参考,对未来5 a沿海地区水利基础设施建设有一定指导意义。

Water conservancy planning thinking for coastal area of Jiangsu Province in 13 th Five-Year plan

Since Changjiang Economic Zone, One Belt and One Road Initiative were determined as national strategies, the coastal area of Jiangsu Province, together with the coastal development strategy, has become a superposition area of three national strategies, which provides significant historical development opportunity for the area. Combing with the water conservancy prac-tice in the coastal area of Jiangsu, we summarize the water conservancy status in the 12th Five-Year period, analyze the prob-lems in the fields such as flood control and disaster mitigation, fresh water supply, water environmental protection. Based on this, the planning thinking, objects, main tasks and study subjects of water conservancy in coastal area, Jiangsu in 13th Five-Year plan are put forward, which could provide reference for the water conservancy plan making of Jiangsu coastal area in the 13th Five-Year, and guide for the water infrastructure construction in future five years.
