水利水电勘测设计标准体系的演变与优化

摘    要:随着传统水利向现代水利、可持续发展水利、民生水利的转变,水利水电勘测设计标准体系逐渐完善了传统的规划、勘测、设计等专业类技术标准,优化、整合了施工组织设计、机电与金属结构等专业类技术标准,补充了征地移民、环境保护、水土保持、安全评价、节能减排等专业类技术标准,使设计标准体系更加完善。针对今后的发展趋势,提出设计标准体系还应继续完善,解决目前存在的交叉、重复、矛盾现象,适时增加生态环境工程设计、景观设计、水利信息化设计等内容,以使设计标准体系更加符合时代发展潮流。

Evolution and optimization of survey and design standards system of water resources and hydropower projects
Abstract:With the transformation from traditional water conservancy to modern water conservancy, sustainable water conser-vancy and water conservancy of people′s livelihood, the hydropower survey design standard system has gradually perfected the standards of planning, survey and design fields, also united the construction organization design, mechanical -electronic and metal structure standards, and supplemented other fields such as land expropriation resettlement, environmental protection, soil and water conservation, safety assessment as well as energy conservation and emissions reduction. Aiming at future development tendency, we suggest that the design standard system should be improved further, so as to solve the existing phenomenon of cross-ing, replication and contradiction, add some new fields such as ecological environmental design, scenery design, informatization of water conservancy at appropriate time, so as to make the design standard system conform to development tendency.
