| 摘 要： | 科研设施与仪器是国家重要的战略资源,其数量、质量及使用效率对于提高科技发展水平,增强科技创新能力发挥着重要的作用。该文分析了高校和科研院所中科研设施与仪器集中集约化的特征、管理现状和存在障碍,深度挖掘多个典型案例,研究分析具有代表性的三种模式,并提出建立统筹协调组织、加强多级平台联动、构建“互联网+”新机制等建议。

| Abstract: | Scientific research facilities and instruments are important strategic resources of the country.Their quantity,quantity and efficiency play an important role in improving the level of scientific and technological development and enhancing the ability of scientific and technological innovation.This paper analyzes the characteristics,management status and obstacles of the centralization of scientific research facilities and instruments in universities and scientific research institutes,deeply excavates several typical cases,studies and analyzes three typical management modes,and puts forward suggestions such as establishing an overall coordination organization,Strengthening multi-level platform linkage and constructing a new"internet+"mechanism. |
