日本新国家能源战略及对我国的启示

2003年以来,受国际局势剧烈动荡、国际油价持续上涨、世界能源格局发生巨大变化等因素影响,能源供应安全再次引起各国的高度关注。近几年来许多国家纷纷调整或制定能源战略和能源政策,以确保能源安全。2006年5月29日,日本政府也颁布了《日本新国家能源战略》。目前,我国已把能源战略研究列入政府重要议事日程。深入研究日本的能源战略,借鉴他国的经验,对我国研究制定中长期能源战略是十分有益的。为此,现将《日本新国家能源战略》的要点作简要介绍。

Japanese New National Energy Strategy and Its Revelation to Our Country

Since 2003, the world's energy market has been facing serious challenges, namely growing political and military risks in main energy supply areas, fluctuation of oil price and reshaping of global energy landscape. Influenced by these factors, energy security issue has re-aroused a great attention to many countries in the world. Over the past years, many countries re-adjusted or formulated their energy policies and energy strategies with the emphasis putting on enhancement of energy security. On May 29, 2006, the Japanese Government has also promulgated its "Japanese New National Energy Strategy". At present, the Chinese government has listed energy strategy study into governmental important agenda. Therefore, it is very significant to thoroughly study Japan's energy strategy and learn useful experiences from other countries for formulating China's medium- and long-term energy strategy. In order to understand Japan's new energy policy and strategy, this paper briefly introduces the main content of "Japan's New National Energy Strategy".
