清代盐业管理论略

清代盐业的管理,因其有关朝廷财政的特殊重要性而备受重视,其中的管理主体、经营主体、交易运作的法律规制,其规定不可不谓细密。但是,由于官僚制度本身无法克服的缺陷,盐业的管理只是官僚体制中的一个附属因素,不可能按照市场的要求来加以引导和发展,体现了官营企业的明显特征。鉴于此,不可避免的弊端也就成了盐业发展的伴生现象。

On Salt Industry Management in Qing Dynasty

The management of salt industry in Qing Dynasty consists of management body, business entities and laws and regulations. As salt tax was significant to government finance, the management system of salt industry was well designed. However, due to the incurable defects of bureaucratic system, salt industry management could not be guided or developed to meet market requirements. Therefore, the development of salt industry was accompanied by inevitable defects and obvious characteristics of state-run enterprises.
