摘    要:增量配售电公司(IDR)具有灵活性资源多元化、经营方式复杂化的特点.合理制定购售电策略、充分利用灵活性资源是IDR提升市场竞争力的关键.为此,考虑源荷储规划和运行的特点,提出了IDR多时间尺度源荷储协同优化综合决策模型.首先,从当前中国电力中长期交易向现货市场过渡的实际需求出发,构建了基于电量合约分解曲线的IDR购电模型.其次,采用用户价格弹性和消费者心理学理论模拟了零售环节中用户的合同类型选择与可中断负荷响应行为.然后,以最大化经营利润为目标,构建了面向IDR合同购电组合、售电定价、用户侧可中断负荷采购与调用、储能配置与运行等决策的综合优化模型.最后,以某区域IDR为例进行仿真分析,结果表明通过综合优化源荷储决策,IDR可以灵活应对合约价格和代理用户结构的变化,最大化自身利润.

Abstract:Incremental electricity distribution and retail company (IDR) has the characteristics of flexible resource diversification and business operation complication. Reasonably making the strategies of power purchase and sale and taking advantages of flexible resources are the keys for IDR to enhance the market competitiveness. Therefore, considering the characteristics of source-load-storage planning and operation, a comprehensive decision-making model of multi-time scale source-load-storage collaborative optimization for IDR is proposed. Firstly, from the actual demand for the transition from the current medium- and long-term electricity transactions to the spot market in China, a power purchase model for IDR based on the electricity contract decomposition curve is constructed. Then, this paper uses the theory of user price elasticity and consumer psychology to simulate the user contract type selection and interruptible load response behavior in the retail link. Next, with the goal of maximizing the operation profit, a comprehensive optimization model of the decisions including the contracted power purchase portfolio, power sale pricing, user-side interruptible load procurement and deployment, and energy storage configuration and operation for IDR is constructed. Finally, this paper takes a regional IDR as an example for simulation analysis. The results show that IDR can flexibly respond to the changes in contract prices and user composition by comprehensively optimizing its source-load-storage decision-making to maximize the profit.
