农村饮水安全基本现状分析

经过多年的不懈努力,到2004年我国已基本解决农村饮水困难,农村饮水的工作重点已经转向饮水安全。农村人口中仍有约三分之一的人口饮水不安全,这既有政策方面的原因,也有管理方面的原因,在事权划分和管理方式等方面也还存在一些制约因素。文中在饮水安全性质、投资政策、工程产权和运行等方面提出了对策建议。

Analysis on general situation of rural drinking water safety

Until 2004,the difficulties from drinking water in the rural areas in China have been basically overcome through the unremitting efforts from the government.From then on,the working emphases on the rural drinking water have been transferred to the safety of drinking water therein.At present,about 1/3 rural population can not get drinking water under the safety guarantee;for which the causations are not only from the policy concerned,but also from the management,i.e.some restricting factors have also existed in the aspects of both the responsibilities division and the management mode.Under this circumstance,some suggestions on the countermeasures to the relevant aspects such as the character of drinking water safety,policy for the related investment,property right of relevant project,the operation concerned etc.are put forward herein.
