海洋调查标准体系的研究与构建

海洋强国是国家新时期的重大战略,海洋调查为海洋开发保护及科学研究提供最基本和必需的数据资料,是一项长期的基础性工作,海洋调查标准体系的构建有助于海洋调查工作的科学、规范、有序开展。本文总结了海洋调查标准体系构建的依据和目标,框架设计的思路,并对标准体系各层次要素的内在关系作了分析,指出未来海洋调查标准制定的重点领域和方向。

Study and Establishment of the Standards System for Oceanographic Investigation

Maritime power strategy is a major strategy in the new era.Oceanographic investigation is a long-term basic work,which provides fundamental and necessary data for marine exploration,protection and research.The establishment of standards system is helpful for a more scientifically,standardized and well-organized oceanographic investigation.This paper summarizes its basis,goals and framework design,analyzes the internal relationship of standards system at different levels,and discusses the priorities and direction for oceanographic investigation standards development in the future.
