| 摘 要： | 本文介绍了宁夏防汛防凌三维电子沙盘系统建设背景和需求，并在系统分析宁夏防汛防凌工
作的基础上，提出了该系统建设的框架体系和功能结构。在该系统建设中，利用地理信息系统、遥
感、海量数据管理、数据库等技术建立了宁夏回族自治区三维空间数字地图，再现了全区的三维地
形、地貌场景，在三维场景中实现了防洪防凌工程信息查询，汛情和凌情信息的实时监控与管理，为
宁夏防汛防凌工作提供了一个三维的基础数字化平台。
