| 摘 要： | 我国分散经营的农业生产体系 ,造成了在农业环境保护问题上农户个人理性与政府理性的矛盾 ;经济的外部性也诱致出在农业与非农产业之间对环境保护的博弈问题。对这种矛盾的解决和促进在环境保护问题上的博弈均衡 ,构成了财政支农的又一导向。财政在农业环境保护方面所形成的对农业的支持 ,可称之为一种“绿色支农”工作或“绿色财政观”

| Abstract: | The agricultural production system of decentralized management has caused conflict between peasant household's personal reason and government's reason on agricultural environmental protection. The economic externality leads to the game question to environmental protection between agriculture and non-agricultural industry too. Solving this kind of contradiction and promoting the balance of games on environmental protection constitute another direction of financial support to agriculture. |
