| 摘 要： | 论述了提高矿产资源保障程度,实现矿产资源利用方式的跨越式转变,是当前我国矿产资源管理和矿业生产经营亟待解决的两大问题;提出了只有从矿产资源管理体制(生产关系)深化改革和矿业(生产力)引导、培育两方面入手,完善现行矿产资源管理制度,规范地质勘查、矿产开发活动,引导、鼓励、支持矿业生产经营者科学、合理、可持续地利用矿产资源,才能较好、较快地解决影响矿业持续发展的两大瓶颈问题。 |

| Abstract: | The paper states that strengthening the guarantee of mineral resources and transforming by leaps and bounds the utilization pattern of mineral resources are the two main problems that have to be resolved urgently in the current management of mineral resources and the production and operation of mining industry in China. The paper holds that only when starting with the deep reform of management system of mineral resources and guidance and fostering of mining industry, improving the current administrative regulations for mineral resources, standardizing geological survey and prospecting and mineral exploiting, leading, encouraging and supporting mining entrepreneurs to utilize mineral resource scientifically, rationally and sustainablly, can these two problems be resolved quickly and efficiently. |
