广州市地下空间防洪灾规划和管理策略

摘    要:随着我国城市地下空间开发利用规模的日益增大,地下空间防灾问题受到了前所未有的关注。通过对广州市洪潮特性及地下空间洪灾成因的分析,提出了地下空间防灾应在优化地下空间地面高程控制、提高周边地块排水及防涝标准、强化除险设施及拦防设施、完善法规及应急预案、深化地下空间规划设计和运营管理、构建安全演习和构建防灾信息平台等方面展开相关工作,以利于扩展广州市城市综合防灾的力度和视角,促进城市综合防灾系统与立体化城市建设同步发展。广州市地下空间防洪灾的城市规划策略和城市管理策略,可为我国城市地下空间的建设者和管理者提供借鉴。

Abstract:With the increasing scale of the development and utilization of urban underground space in China,the issue of disaster prevention has received unprecedented attention.Based on the analysis of the flooding characteristics and the flood causes of underground space in Guangzhou,it was proposed that the disaster prevention of underground space should be carried out in such aspects as optimizing ground elevation control of underground space,improving drainage and waterlogging control standards of surrounding plots,strengthening risk removal facilities and blocking facilities,improving laws and regulations and emergency plans,deepening planning and designing and operation management of underground space,building safety exercises and building disaster prevention information platform,etc.,so as to extend the strength and angle of comprehensive disaster prevention in Guangzhou,and promote the synchronous development of urban comprehensive disaster prevention system and three-dimensional urban construction.The urban planning strategy and urban management strategy for flood prevention in underground space in Guangzhou could provide reference for builders and managers of urban underground space in China.
