| 摘 要： | "游牧民定居工程"为游牧民提供了物质保障和资源支持,取得了阶段性的成果,但是社会管理服务亟待建设和完善,因此,对游牧民定居点社会管理组织模式的探究具有深远的现实意义。四川游牧民定居点社会管理组织模式有3个创新原则和3种具体的类型,特别强调政府主导、"以人为本、服务优先"和适应游牧区实际情况等理念和原则。

| Abstract: | Nomad civilian settlements project aims to provide nomads materials and resources sufficient for living.This project has acquired some achievements in China.However,more attention is needed to be paid in next stages to the issues of public service and social management,especially to the organizational mode of public service in nomad civilian settlements.This paper puts forward three innovative principles and three models of the social management organization in nomad settlements.The emphasis is put on the government leading rule,human-oriented,service priority,and the concepts or principles which are adaptable to nomad regions. |
