基于AHP分析法的浙江省基本公共文化服务标准体系构建实证研究

建立科学有效、符合实际的浙江省基本公共文化服务标准体系，是推进和落实浙江省基本公共文化服务均等化、标准化发展的关键。基本公共文化服务标准体系的构建涵盖内容广泛而复杂。本文在开展杭州主城区实地调研基础上，走访专家学者，结合层次分析法（AHP）对各项指标属性值进行评估，综合权衡各方影响因素从而获得指标彼此间重要性的量化对比，是一种行之有效且实操性很强的方法，可以为构建合理的基本公共文化服务标准体系提供指导。

Empirical Research on the Construction of Standard System on Basic Public Cultural Servicein Zhejiang

The establishment of scientific and practical standard system on basic public cultural service in Zhejiang province is key to promote and implement the equalization and standardization development of the basic public cultural service in the region. Since the extensive and complicated contents covered by the standard system, this paper based on filed study with experts and scholars in main districts in Hangzhou assesses the attribute value of various indices through AHP, obtains the quantitative comparison over the importance of indices with the overall balancing of various factors. Such method urns out to be effective and operational, which can provide guidance for the construction of reasonable standard system on basic public cultural service.
