水资源价值

本文从自然资源的一般定义和属性出发，对国内外各主要观点进行了概述；进而针对水资源的具体特点，从地租论、劳动价值论、边际效用论、非使用价值论等不同角度，对水资源价值的内涵进行了界定.从经济学角度，这一界定为水资源费的定价提供了理论依据；从管理学角度，为水资源的资源权属管理与相关资产权管理相分离的先进管理模式奠定了基础。

The water Resources Value

The paper firstly presentedthat that the wate resources value consisted of three components property right,shortage and working value.The property right is the essential prerequisite for rational water allocation andeffective water use. The shortage requires that the water user should make compensation to the potential users. Furthermore, the degree of the shortage determines that the values of the water resources are different among regions. The working value means that a portion of the resource value comes from the labor and material consumption in surveying, monitoring, protection and management of water resources.The paper first reviewed the definitions and attributes of general natural resources, then focused on the characteristics of water resources.The authors discussed the water resources value from the angles of the land rent, working value, shadow price, marginal utility, non-use value theory, and gave the definitions of the water value. This definition provides the theoretical basis for the water resources pricing, and is helpful to promote the management pattern that the resources management is separated from the assets management.
