| 摘 要： | 电价是电力市场中协调各方利益的重要因素。在电力市场运行机制条件下,研究水电的上网电价形成机制以及电价结构,对于制定水电电价政策,实施水电优先开发战略,电力市场规范管理,化解制约水电发展不利因素,引导电力资源的优化配置和实现电力工业的可持续发展,具有重要的战略意义。
