| 摘 要： | 论述流域规划环境评价的总体思路、目标与评价指标体系、预测内容等。结合实例,综合分析流域规划对水文水资源、水环境、生态环境、土地资源、社会环境等的影响;对可持续发展的影响及规划方案进行合理性论证;提出减轻流域规划实施后对环境产生不良影响的对策措施。 |

| Abstract: | The general idea,target,evaluation index system,and forecast content of the environmental impact assessment for river basin planning were discussed.Based on a case study,the impacts of river basin planning on hydrology and water resources,water environment,ecological environment,land resources,and social environment were analyzed.The impact on the sustainable development and the reasonability of the planning were examined.Countermeasures to prevent and mitigate adverse effects were proposed. |
