摘    要:教师聘任制改革是高校人事制度改革的重点和核心。其改革实施的艰难不仅仅是源自于高校内部牵涉变量的复杂性,从政策层面进行剖析也许有利于我们能够深入聘任制改革中的一些基本问题。聘任制涉及的高校办学自主权、教师的身份地位、社会支持条件、人才竞争机制这四个方面在政策上有诸多值得我们反思的地方。

Abstract:The reform of China's faculty employment-appointment is the core of personnel system reform in institutions of HE.The hardships in the process of reform come not only from the complex variables in institutions of HE,An anatomy of it in the perspective of policy helps us to penetrate into some basic problems in the reform.The right of making decisions in running a college,the state of being a teacher,the social supportive conditions and mechanism of talent competition are worth reflections from the point of view of policy.
