| 摘 要： | 以农十师为例，根据历年暴风雪观测情况及对受灾地区建筑、供水管网、交通的调查，提出如何进一步提高北疆高寒地区抵抗突发性暴风雪灾害的应对能力，减少社会经济损失及人员伤亡的方法。

| Abstract: | Taking the lOth Division of the Xinjiang Production and Construction Corps as an example, and basing on observation records of storms in the past years and investigations to the affected buildings, water supply network as well as traffic systems, the writers make proposals as to how to enhance the counter measures against the unpredictable storms in the cold areas of northern Xinjiang, so as to reduce economic losses and human casualties for the community. |
