宏观调控与规划引导--政府行动规划的理论与方法探讨

政府对城市发展的宏观调控和规划引导,常常表现为一系列主动性的行为。本文从政府对市场调控和干预的理论出发,从政府在市场经济条件下的职能出发,引入一种主动性的规划—政府行动规划,以规范政府的主动行为。政府行动规划对短期目标和长期目标都给予关注,强调公众的参与和监督,强调城市发展的全局性谋划,强调政府行动的可实现和可操作。我国的城市规划制度中缺乏城市规划的实施机制,近期规划可采用政府行动规划的模式。

RESEARCH ON THE THEORY AND METHODOLOGY OF GOVERNMENT ACTION PLAN

Based on the theory of the governmentcontrol and involvement in the market, this paperintroduces the government action plan to restrict theinitiatives of the government under the marketeconomy. Government action plan focuses on bothshort-term and long-term objectives, on public par-ticipation and supervision, on the overall develop-ment strategy of city and the feasibility of the gov-ernment actions. It is suggested that government ac-tion plan is specifically applicable for the immediateplan.
