At its meeting in Chicago in September 1965, the Council of Representatives voted to request the Board of Directors to call a special meeting of the Council which would permit a full discussion of the activities of the Association and of measures that might increase the Council's effectiveness in guiding these activities. In response to this request, President Hobbs called a special meeting to convene in Washington, D. C., March 10, 1966.
