| 摘 要： | 《城乡规划法》的出台，对确立科学的规划体系和严格的规划实施制度提供了坚实的法律保障，同时也对规划编制单位以后该如何编制规划提出了新的疑问。该文尝试在编制《温州市瓯海区丽岙镇区建设规划》的基础上，对《城乡规划法》实施的背景下控制性详细规划该如何编制，如何落实《城乡规划法》精神等问题上作出一定的探讨，以期能对今后规划编制工作能有所启发。
