基于GEM模型的离岸服务外包产业集群竞争力研究——以南京市为例

提升服务外包产业集群竞争力是推动服务贸易产业经济发展的关键。南京市离岸服务外包产业集群竞争力在中国处于领先地位,但在全球价值链体系中还处于低端状态,国际竞争力相对较弱。通过区域产业集群竞争力的评价模型(CEM),从基础、企业和市场3个"要素对"对南京离岸服务外包产业集群竞争力进行了全面系统的评价,在此基础上提出了优化产业环境、实施人才战略、完善公共服务平台、开拓国内外市场、突出产业集聚、创建品牌效应等快速提升南京离岸服务外包产业集群竞争力有效路径的建议。

Research of Competitiveness of Industrial Cluster for Nanjing Offshore Service Outsourcing Based on GEM Model

To improve the industry cluster competitiveness of service outsourcing is the key to promote the development of service outsourcing industry economy. Although Nanjing offshore service outsourcing industry cluster competitiveness takes the leading position in China, it is in the low status in the global value chain system. The international competitiveness is relatively weaker than the advanced countries. The paper has comprehensively evaluated the industry cluster competitiveness of Nanjing offshore service outsourcing from aspects i. e. the foundation, enterprise and market based CEM model, and proposed several suggestions to quickly upgrade the competitiveness of Nanjing＇s offshore service outsourcing industry cluster.
