黄河流域宁夏地区未来水权转让模式研究

摘    要:对黄河流域宁夏地区水权转让现状进行了分析,提出了该地区未来水权转让的4种模式:自流灌区、田间节水、拦沙换水和边缘小扬水灌区的水权转让。从节水潜力、实施的难易程度上分析,自流灌区和田间节水水权转让模式的可行性较高;对拦沙换水水权转让模式,建议进行深入研究后再具体实施;边缘小扬水灌区不具备水权转让的条件。

Abstract:According to the status analysis of water rights transfer in Ningxia Region of Yellow River Basin,this article proposes four future water rights transfer models: gravity irrigation district,water-saving at farm,intercept-sediment transfer water and pumping irrigation area in edge region.From analysis on water saving potential,the difficulty of implementation for four modes,gravity irrigation district and water-saving at farm water rights transfer modes have higher feasibility,intercept-sediment transfer water rights transfer mode calls for careful study,the water rights transfer mode of pumping irrigation area in edge region does not equipped with water rights transfer condition.
