Responds to comments by W. G. Herron (see record 1992-36554-001) on the article by R. L. Lowman (see record 1991-16482-001) on managed mental health care (MMHC). Lowman maintains that restrictions in outpatient coverage in MMHC were not advocated and contends that MMHC must be subjected to the same scientific scrutiny and cost–benefit analyses as any other intervention.
