“管理控制”体系下以空间问题为导向的全过程式城市设计探索

城市设计在中国目前的规划体制下趋于式微.城市设计与城市规划在不同空间层次的工作开展存在差异,但两者的核心都是“空间问题”. “蓝图式”的城市设计对中国过去30年的城市空间形态的形成发挥了巨大的作用,而在公共政策论基础上形成的、针对单个项目的“全过程式”城市设计一直未被广泛应用.本文提出在中国“管理控制”体系下的全过程式城市设计,难以借鉴国外“开发营造”模式下的全过程式城市设计,因而有必要以“空间问题”为导向,将不同层次的空间问题贯穿始终,以便更有效地层层聚焦,自上而下地传递空间策略信息,构建适合中国规划体制的一种全过程式城市设计.

EXPLORATION OF SPACE-ORIENTED URBAN DESIGN PROCESS BASED ON GOVERNANCE SYSTEM

Urban design tends to decline in the current urban planning system. There are differences between urban design and urban planning at different space levels, but the space problem is the core of the both. The blueprint urban design has played a great role in the urban spatial form in China over the past 30 years. However, the whole-process urban design based on the theory of public policy and aiming at the single project has not been widely applied. This article puts forward that the whole-process urban design based on development in foreign countries is hard to be referenced in the context of Chinese governance system. Therefore, it is necessary to be oriented by the space and always take the different levels of space into consideration in order to make an effective focus on different levels, transfer the space policy and information from top to down, and establish the whole-process urban design suitable to the Chinese urban planning system.
