摘    要:结合东北四省区节水增粮行动项目区水土资源特点,介绍了节水增粮行动项目水资源论证工作的具体要求和工作开展情况,分析了该项目在促进水资源管理决策、增强水资源和生态环境保护意识、促进经济发展与资源环境保护双赢等方面取得的显著成效,总结了论证工作中加强组织领导、明确工作责任、严把技术关口等方面的有益启示,为加强全国农业节水灌溉项目水资源论证工作管理提供参考。

Abstract:According to characteristics of soil and water resources in the Project Area of Saving Water and Increasing Grain Yield, the specification for water resources assessment is discussed. Effectivenesses of the project are analyzed, including promoting decision-making in water management, enhanceing awareness of environmental protection, and promoting economic development and environmental protection win-win, and so on. Enlightenments are summarized such as strengthening organizational leadership, responsibilities, technologies. It provides a reference for the national water-saving project.
