摘    要:水网是现代城市四大基础性网络之一,城市智能水网是智慧城市的重要基础设施和组成要件。在对城市水网的结构和功能进行系统解析的基础上,提出由智能化的水物理网、水信息网、水调度网耦合而成城市智能水网系统,它具备安全性、可测度性、可控达性、资源优化性和技术先进性五维智能化表征,能支持和实现水流、信息流、业务流的互联互通。此外,对城市智能水网建设重点方向、关键支撑技术和基本原则进行了探讨。最后提出城市智能水网发展建议。核心观点认为,城市智能水网建设是对中国城市水系统的综合治理,也是城市人居环境的重构,功能综合是城市智能水网建设成功的前提,城市智能水网的建设应以河湖水系和供排水网络为核心,需要流域和城市的整体规划设计,须基于多部门、跨行业的优势互补、合作交叉,按照整体规划、系统布局的方式协同推进。

Abstract:Water Grid is one of the four basic networks in modern city,and Urban Smart Water Grid ( U-SWG) is an important infrastructure and component of Smart City. Based on the systematic analysis on structure and function of urban water grid,U- SWG system,which consists of physical,information,operation network of water,is proposed. SWG has the five characterizations,namely S-M-A-R-T,which respectively represents Security,Measurability,Accessibility,Resource-optimization and Technological-innovation. And it supports the interconnection of water flow,information flow and business flow. Furthermore,the paper discusses the important construction directions,key supporting technologies and fundamental principles of urban SWG. Lastly,its development proposals is made. Key points of this paper are that U-SWG is a reshape of the urban water system and the urban living environment. Integrated functions will be a presupposition of the success in U-SWG construction. Urban water system,which includes rivers,lakes,water supply and drainage network,are supposed to be cores in the construction of U-SWG and an overall program on the basin and city scale is especially needed. The U-SWG construction must base on the advantages from multi-sectoral and cross-sectoral collaborations and need to be designed systematically.
