实施城乡一体化管理面临的挑战及对策--论《城乡规划法》出台可能面对的若干问题

将现行的《城市规划法》修订为《城乡规划法》 ,对促进城乡一体化管理 ,改变目前乡村建设的无序状况具有重要意义。但《城乡规划法》不仅涉及到与诸多相关法律、法规的协调 ,而且对现有的规划体系也会产生很大的调整要求 ,其实施成效还受到现行土地制度、行政管理体制等方面的制度性约束。对这一系列问题 ,规划界必须保持清醒认识并有相应的对策。

CHALLENGE AND COUNTER MEASURES FOR THE ENFORCEMENT OF THE URBAN-RURAL- INTEGRATION MANAGEMENT

Revising City Planning Act into Urban and Rural Planning Act is very important in promoting urban and rural integrated management and improving the current disorder in rural construction. But the revising of the act as well as its enforcement will confront unavoidable challenges. This paper discussed the possible problems in the act implementation and provided counter measures respectively.
