The paper proposes a hypothesis of producing time - sharing oriented and peak -to -valley time sharing watt -hour meters with wattless components,which could lead to the match for the present wattless component watt-hour meter and the peak-to -valley time-sharing watt component watt - hour rneter. According to the peak-to -valley -to-level time interval,a user power factor evaluation is calculated and the electric cost is charged and adjusted by the power-factor,which increases network economic benefit and improves network voltage quality as well.
