| 摘 要： | 从分析现行油气资源管理体制入手，提出了深化石油企业内部改革、建立现代企业制度的具体措施，即：改革现行油气资源管理体制，实行“四权分开”，构建国有资源管理新体制；实行油气储重资产化经营，建立健全产权交易市场体系；组建国家石油公司，强化国有资源资产的经营主体地位，实施石油企业的战略性重组，走油气企业集团化、专业化、国际化的经营道路。

| Abstract: | Proceeding with analysis of current oil and gas resource management system, this paper presents the specific measures on deepening internal reforms in petroleum enterprises and establishing modern enterprise systems. These measures includes: reforming current oil and gas resource management system,"getting the four authorities separated" and establishing a new state-owned resource management system, imp1imenting capitalized reserve management and establishing and perfecting property right exchange market system, setting up national petroleum company and strenthening the principal position of state - owned resource assets management, carring out strategic reorganizaion of oil enterprises and specialized internationalized group management. |
