结合中国节能减排严峻形势、清洁能源发展的基本状况，分析了当前大规模开发清洁能源方面面临的问题，提出必须在“两个转变”的思路下，加快建设以特高压电网为骨干网架、各级电网协调发展的坚强智能电网，不断推动电力发展方式的转变，推动能源发展结构的调整，破解发展中存在的政策、经济、技术等难题，做到“五个统筹”，推动电网与清洁能源全面协调可持续发展。
