摘    要:长江中游是洪灾最为严重的地区,其中尤以荆江河段最为严重,长委会以往对洪水预报和分蓄洪方案的计算多采用水文学的方法,为适用实时分洪调度决策的更高要求,1990年水利部和长委会领导决定先建立一个自宜昌至大通的防洪实时调度整体数学模型,其中包括洞庭和鄱阳二湖水系,研制工作从1991年开始,并对宜昌至汉口段作了具体计算,经过1992年汛期实时预报工作的检验,又经过1993年对1969年洪湖溃口分洪进行重演

Abstract:The middle Yangtze,especially its Jingjiang reach,is an area most susceptible to serious flood disaster.Changjiang water Resources Commission(CWRC)used to adopt hydrology method in flood prediction and in calculation of effects of flood diversion and flood detention. In order to satisfy higher requirements for timely find diversion or regulation decision, Leaders of Ministry of Water Resources and CWRC were determined in 1990 to develop a comprehensive mathematical model of real-time flood regulation in the river reach from Yichang to Datong,involving two water systems of lakes Dongting and Poyang.The establishment of the model started in 1991 and the flood routing process in the river reach from Yichang to Hankou was calculated first,After the model was tested in real-time flood forecasting in the flood period of the year 1992 it was used for dupliCating the flood diversion in 1969 through the opening of the broken embankment in Honshu county in 1993,the comprehensive accuracy of this model is preliminarily suitable to practical requirements for flood regulation,and the model has functions to calculate a flood diversion on a large scale.The proposed new method for calculating a large water system consisting of rivers and lakes has been proved to be also a success.T his paper briefly presents the new method for calculation of flood control and the experience in development of the model.
