Robust computation of tangent lines and circles

Abstract:This paper presents a unified representation scheme for the implicit equations of points, lines and circles, together with algorithms for incident and tangent constructions. These algorithms operate successfully on degenerate and nearly degenerate geometry and when necessary produce degenerate geometric results. Care is taken to ensure the accuracy of results.
