基于“问题导向”的城镇组团协调规划探讨——以中山市南部组团总体规划为例

以广东省中山市南部组团总体规划编制为例，针对我国目前城市内部各城镇之间的区域协调问题，围绕区域城镇之间矛盾问题的归纳、协调措施的制定和协调机制的选择三个方面展开，探讨了以问题为导向的区域城镇组团协调规划编制的技术流程。通过比较分析，认为以问题为导向的区域城镇协调规划，相对于传统的以目标为导向的区域协调规划，具有更高的可操作性。

On the Issue-oriented Coordinated Master Plan： A Case Study of the Southern Region in Zhongshan City

With the plan of southern region of Zhongshan in Guangdong province as a case, this paper discusses the technical process of issue-oriented coordinated regional plan for inner-region urban cluster aiming at the problems arising from the inner-region coordination, by analyzing 3 key aspects which include the analyzation of problems, of the coordination technique and the regional coordination mode. By comparing the issue-oriented coordinated regional plan with the traditional object-oriented it presents that the first one is more operable.
