煤电转化烟气可持续排放机制探讨

摘    要:煤电转化烟气排放是否可持续,不仅决定着电力行业的发展,也决定着煤炭行业的发展。现行的以管制为核心的烟气治理制度的局限性,为以市场经济手段为核心推进排放空间管理创造了条件。初步结论是,实现可持续排放需要调整政策方向,从"管制烟气排放"转向"管理排放空间",将生态阈值内的大气环境作为一种资源加以开发利用,用市场经济的办法优化配置烟气排放空间,在保障电力服务、大气使用功能前提下,以最小支付实现烟气治理投资回收和合理的成本费用补偿。
